01 · The National Picture
One Register, Two Fates
Every state and territory feeds written-off vehicle data into the national Written-Off Vehicles Register (WOVR) through NEVDIS. Insurers, self-insurers, dismantlers, auction houses and licensed dealers are legally required to notify write-offs. A $2 PPSR search on the VIN shows a vehicle's WOVR status anywhere in the country, including whether it has already been inspected and cleared.
Statutory write-off
Damage meets the national Damage Assessment Criteria: severe structural, fire or water damage, or substantial stripping. Cannot be re-registered anywhere in Australia, ever. Parts and scrap only. If the PPSR reads statutory, the driving plan is dead on arrival.
Repairable write-off (RWO)
Assessed as a total economic loss, but not damaged beyond safe repair. Can be repaired and re-registered in every jurisdiction except NSW, subject to identity and roadworthiness inspections. This is the only category the guide is about.

Why the inspections exist

The clearance regimes exist for two reasons: to keep badly repaired vehicles off the road, and to stop rebirthing, where a stolen vehicle takes on the identity of a written-off one. Every state's process is built around proving two things: the repairs are sound, and the vehicle is what it claims to be. That is why the paperwork requirements are as strict as the physical inspection.
What every clearance regime checks
Identity
VIN, compliance plate, engine number and build tags verified against the WOVR record. Missing or tampered identifiers get referred to police.
Parts provenance
Every part traced through receipts. Second-hand parts need the donor vehicle's VIN. Fire and water damaged donors are generally not acceptable.
Repair quality
Structural work to manufacturer methods, certified by a licensed repairer, plus a standard roadworthy or safety inspection on top.
The record is permanent
A cleared vehicle's WOVR status changes to "inspected write-off". The history never comes off the record and stays visible on every PPSR search. That affects resale value, and some comprehensive insurers decline or load previously written-off vehicles. The guide should tell readers to get an insurance quote before they bid, not after.

02 · Jurisdiction Rules
Who Re-Registers What
Seven of eight jurisdictions will put a properly repaired RWO back on the road. NSW is the outlier, and the ACT only clears its own.
StateRe-registrationKey condition
NSWNo (limited exceptions)Banned since 31/01/2011. Exceptions: hail-damage kept by the same registered operator, registered operator for 28+ days before the damage, or inherited vehicles. Authorisation to Repair required from TfNSW before any work starts.
VICYesVIV certificate plus Certificate of Roadworthiness. RWOs more than 15 years old that have never failed a VIV are exempt from the VIV certificate.
QLDYesWOVI (identity) plus current safety certificate. Some hail-damaged vehicles may be exempt from the WOVI.
SAYesTier 3 identity inspection, then a separate roadworthy inspection, both at government stations (Regency Park in metro Adelaide). Roadworthy cannot be booked until identity is passed.
WAYesMid-repair inspection by an authorised WOV provider (before paint and trim), then a DoT identity and roadworthy examination. Approved immobiliser must be fitted.
TASYesThree-tier process: AMBRIS structural inspection, AIS roadworthy inspection, then a Transport Inspector identity check. WOVR only applies to vehicles 15 years or newer, under 4.5t GVM.
NTYesThree checks: full roadworthy, identity validation, and a stolen motor vehicle (SMV) check arranged by transport inspectors. Darwin, Katherine or Alice Springs facilities.
ACTYes (ACT vehicles only)Only if the vehicle was ACT-registered when written off. Interstate RWOs must be inspected and cleared in their own jurisdiction first. Licensed repairer certification, roadworthy and Vehicle Identity Inspection required.
The NSW workaround that matters for buyers
An RWO bought at a NSW auction can be repaired, inspected and registered in another state, then transferred to NSW as a normal interstate transfer. If it has been registered interstate for less than 12 months, TfNSW requires a VIIU identity inspection on transfer. Moving a vehicle interstate purely to dodge the rules attracts scrutiny, so the interstate registration needs to be genuine.
Which register it sits on decides where it clears
The listing jurisdiction dictates the clearance path, not where the buyer lives. An ACT-listed RWO must be cleared in the ACT. A NSW-listed RWO recorded on or after 01/02/2011 cannot be cleared in NSW at all and must be repaired and registered interstate first. Check the PPSR certificate for the notifying jurisdiction before bidding, because it can add a freight leg and a second state's fee schedule to the deal.

03 · The Process
Before the Spanner Comes Out
The sequence is broadly the same everywhere, with state-specific inspection names bolted on. Paperwork discipline from day one is what separates a first-pass clearance from an expensive re-inspection loop.
STEP 0 · BEFORE YOU BID
▸Run a $2 PPSR search on the VIN. Confirm the vehicle is a repairable write-off, not statutory. If it reads statutory, it is parts only, walk away from any plan to drive it.
▸Check which state's WOVR it sits on, because that dictates where it can be cleared (see page 03).
▸Budget for outstanding recalls. Takata and other OEM recalls must be closed out before inspection in QLD and will be flagged everywhere else.
▸Get an insurance quote on the repaired vehicle before bidding. Some insurers decline or load inspected write-offs.
STEP 1 · BUY AND DOCUMENT OWNERSHIP
▸Keep the auction tax invoice or receipt. It must show the VIN, make, model, purchase price, your name and the seller's full details. Every state's identity inspection starts with proof of acquisition, and originals are required, not copies.
STEP 2 · REPAIR WITH A PAPER TRAIL
▸Photograph the damage before, during and after. Most states expect a repair diary (SA, TAS and the ACT publish templates; NSW and VIC expect equivalent records). Photograph structural repairs before they are covered by seam sealer, underbody coating or trim.
▸Keep ATO-compliant receipts for every part and all labour: supplier name, address, ABN, date, and for second-hand parts the donor vehicle's VIN. Parts from private sellers need a chain of ownership evidence. Parts from fire or water damaged donors are generally not acceptable.
▸Repair to manufacturer methods or recognised industry standards. Structural work generally needs a licensed repairer, and in several states a Vehicle Damage and Structural Repair Report from an insurance-approved body repairer.
▸Deployed airbags need OEM replacement and an SRS report from an accredited agent in most jurisdictions. This is one of the most common and most expensive failure points.
▸WA and TAS sequence trap: present the vehicle for the structural check after panel and welding work but before filler, paint and trim. Painting first can mean stripping it back.
Missing paperwork fails the car
Examiners treat a missing receipt the same as a failed repair. QLD requires originals of everything and charges $61.15 to come back. The cheapest tool in the whole build is a folder and a camera.
GearSwap · Repairable Write-Off Guide05 / 10
03 · The Process
Inspections and Registration
Two gates in every jurisdiction: prove the identity, prove the roadworthiness. Then, and only then, does it become a registration transaction.
STEP 3 · INSPECTIONS
▸Identity inspection: examiners verify VIN, compliance plate, engine number and build tags against the WOVR record and check the parts trail for stolen componentry. Missing receipts are the number one failure cause.
▸Roadworthy or safety inspection: the standard state roadworthiness check, separate from identity in every jurisdiction. SA's identity inspection includes a basic safety check but the full roadworthy is still a second, separate booking.
▸Getting there: the vehicle is unregistered, so it moves by trailer, tow truck, unregistered vehicle permit, or trade plates where the plate holder has a genuine interest in the vehicle.
STEP 4 · REGISTER
▸Present the pass paperwork, proof of identity, proof of ownership and payment. Registration, CTP, number plates and stamp duty are all payable at this point. New plates are issued; the old ones are gone.
▸The vehicle's status changes to "inspected write-off" on the WOVR. The history stays on the record and on PPSR permanently.

Costs that apply everywhere

Transport to inspections
The vehicle is unregistered, so budget tilt tray or trailer moves, typically $100 to $250 per leg in metro areas, or an unregistered vehicle permit (roughly $30 to $110 depending on state and duration) if it is safe and legal to drive.
Third-party reports
Structural repair reports, SRS and airbag certification, wheel alignment printouts (mandatory in TAS after structural repair), engineering reports where an inspector requests one. Individually $150 to $800, and an SRS module plus two airbags can add thousands to the repair itself.
Re-inspection fees
$61.15 in QLD, $75 to $132 in SA, centre-set fees in VIC. Missing paperwork is treated the same as a failed vehicle, and every re-inspection usually means another transport leg too.
Insurance reality
The vehicle registers normally, but some comprehensive insurers decline or load previously written-off vehicles. A quote before bidding is part of the maths, not an afterthought.

04 · Costs Beyond the Repair
State by State: NSW, VIC, QLD, SA
Compliance and on-road costs a rebuilder wears on top of the auction bid and the repair bill. Rego and CTP figures are indicative for a standard four-cylinder passenger car with an adult driver; they vary by weight, cylinders, postcode and insurer. Duty is assessed on dutiable value: price paid or market value, whichever is higher, and revenue offices will generally look at the market value of the repaired vehicle, not the salvage price.

Where a hard number does not exist, say so
NSW VIIU, WA DoT examination, NT and ACT identity inspection fees are not published as clean public figures. They are flagged "confirm with the department" here rather than invented. The published guide should carry the same honesty: a range with a source beats a confident number with none.

The Full Maths on One Car

One failed WOVI costs $61.15 plus another tilt tray leg: call it $240, nearly a quarter of the margin, gone. A deployed airbag discovered mid-repair erases it entirely. This table is the argument for the guide's core lesson: run the full maths before the bid, not after the paint.

Rules the Public Guide Must Keep
Standing GearSwap content rules that apply to this piece. These survive every edit.
Driver vehicles only
Repairable write-offs are pitched as driver vehicles, never statutory write-offs. Statutory stock is parts only. The guide says this plainly and early. Get this wrong once and our credibility with the trade is gone.
Full maths, always
Never present a repair cost or an auction bid as the entry price. The honest number is: auction bid + repair estimate + compliance and on-road costs = all-in, against clean market value. Page 09 is the template.
No guarantees
Passing inspection is never assured, and the WOVR record is permanent. Both points must survive any edit, in plain language, not fine print.
